The Opportunity:
British Transport Police are looking to appoint a Deputy Director Commercial Services at a pivotal time of transformational reform.
As Deputy Director Commercial Services, you will provide strategic, force-wide leadership across commercial and procurement functions, ensuring strong governance, financial stewardship and regulatory compliance while maximising value, resilience and sustainability for the Force.
You will act as the senior commercial authority, shaping and delivering commercial strategy, leading high-value initiatives and supplier relationships, and providing expert advice to Chief Officers and senior leaders. Working across policing, rail and wider public and private sector partners, you will drive collaboration, innovation and continuous improvement to support operational delivery and long-term Force goals.
This is a high-impact leadership role, offering the opportunity to influence national policing and rail reform, strengthen commercial capability and help position BTP for future success.
What you'll be doing:
Strategic Commercial Leadership and Advice
- Providing strategic commercial leadership and expert advice to Chief Officers and senior leaders
- Translating organisational priorities into clear, value-driven commercial strategies
- Driving cross-sector collaboration to unlock efficiencies, innovation and shared value
Procurement and Governance
- Leading and embedding robust procurement strategies, frameworks and governance
- Ensuring compliant, transparent and value-focused procurement delivery across the Force
- Driving a high-performance commercial culture aligned to best practice and regulation
Contract and Supplier Management
- Overseeing strategic supplier relationships to maximise value, performance and resilience
- Assuring delivery of complex, high-value contracts and resolving commercial risk and issues
- Embedding strong contract management practices across the organisation
Commercial Activity
- Leading major commercial programmes and complex negotiations to optimise outcomes
- Driving new sourcing solutions informed by market insight and organisational needs
- Improving supplier performance to maximise public safety on the railway
Compliance
- Strengthening governance, reporting and commercial controls to ensure full regulatory compliance
- Enabling data-driven decision-making through robust insight and performance reporting
- Managing commercial risk and ensuring transparency at executive level
Fleet and Uniform Service Management
- Leading strategic delivery of fleet and uniform services to meet operational needs
- Driving service performance, cost efficiency and supplier accountability
- Overseeing key transformation initiatives including fleet modernisation
Net Zero Carbon Strategy
- Leading the commercial delivery of BTP’s Net Zero Carbon commitments
- Embedding sustainability and carbon reduction into procurement and investment decisions
Managing People
- Leading and developing high-performing teams, building capability and resilience
- Creating a culture of accountability, innovation and continuous improvement
- Driving collaboration across senior leadership teams to deliver results
What you'll bring to the team:
Strategic Capability & Leadership
- Proven experience in a senior commercial, procurement or contract management leadership role within a complex organisation
- Demonstrated ability to lead strategy, influence senior stakeholders and drive organisation-wide outcomes
Commercial Expertise
- MCIPS qualified (or equivalent) with strong knowledge of public sector procurement and commercial best practice
- Extensive experience in strategic procurement, supplier management and complex contract negotiations
- Strong commercial acumen with a proven ability to deliver value for money and cashable efficiency savings
Governance, Risk & Compliance
- Deep understanding of UK procurement legislation, contract law and regulatory frameworks
- Experience of operating within robust governance structures, balancing pace with control
Stakeholder & Collaboration Skills
- Strong influencing and communication skills, with the ability to translate complex commercial matters for non-specialists
- Experience of building effective partnerships across public and private sectors
Delivery & Innovation
- Evidence of leading large-scale commercial programmes and delivering measurable impact
- Ability to drive innovation, continuous improvement and new approaches to commercial delivery
- Experience of using data, insight and market intelligence to inform strategic decisions
Sector & Market Awareness
- Understanding of the challenges facing public sector organisations and the role of procurement in enabling transformation
- Awareness of policing and rail reform and the opportunities this creates for commercial services
- Knowledge of category management and its application within a public sector environment
