Salary: £72,436.28 plus £4,613.61 London allowance per annum 

Contract Type: Permanent

Location: 200 Buckingham Palace Road, London 

Type of Working Arrangement: This role offers a blended approach to home and office working, with an expectation of attending the office 1–2 days per week.

Hours: This is full-time role (37 hours per week)

The Opportunity: 

British Transport Police (BTP) have an exciting opportunity for a Senior Financial Control Manager to join the Finance Department. As the Senior Financial Control Manager with BTP, you will provide strategic leadership and expert oversight across treasury, financial transactions and financial systems, ensuring robust financial control, compliance and delivery of high‑quality financial services. This is a role perfect for someone with the ambition to be Head of Finance or similar in the future.

This role is the lead for the Treasury, Transactions and Financial Systems team and holds departmental responsibility for counter‑fraud activity. You will play a key role in maintaining strong financial governance, safeguarding public funds, and supporting the organisation to meet its financial and regulatory obligations. It’s an exciting time to join BTP as we implement a new finance system; this will be an opportunity to lead on a significant change for the Force.

 

What you'll be doing:  

  • Performing the senior lead role on the implementation of a new finance and procurement system.
  • Leading treasury and cashflow management, reviewing and reporting on annual and five‑year cashflow forecasts and advising senior stakeholders on the impact of financial decisions.
  • Overseeing transactional finance services, acting as the lead for Accounts Payable and Receivable and monitoring performance against key indicators.
  • Leading counter‑fraud activity, identifying, managing and reporting risks relating to fraud across all financial processes, and ensuring effective fraud controls are in place.
  • Maintaining strong financial governance and assurance, reporting to the Finance Assurance Board, supporting year‑end accounts, audits and contributing to a robust financial control environment.
  • Supporting senior leadership, including deputising for the Deputy Director, Financial Control, and contributing to budgeting for financial control corporate charges.


What you'll bring to the team: 

Qualifications & Training

  • Fully qualified member of a CCAB body (ACCA, CIPFA, ICAEW, ICAI, ICAS) or an international equivalent.
  • Commitment to ongoing CPD in line with professional body requirements.

Experience

  • Extensive post‑qualification experience in senior finance and accounting roles.
  • Experience of financial system implementation or upgrades.                                                             
  • Strong experience of financial reporting, including cashflow management, within complex organisations.
  • Proven delivery of high‑quality financial reporting and annual accounts.
  • Experience leading and managing teams, including driving performance through clear objectives.
  • Track record of building effective relationships with senior internal and external stakeholders.       

Skills

  • Ability to communicate complex, detailed, financial information clearly to senior financial and non‑financial audiences.
  • Strong technical accounting skills with the ability to solve complex financial issues.
  • Confidence managing multiple priorities and deadlines in a demanding environment.
  • Ability to lead change and promote collaboration across teams.

Knowledge

  • Strong understanding of public sector financial challenges and managing public money.
  • Excellent knowledge of accounting and budgeting frameworks, including IFRS and FReM.
  • Understanding of relevant HR policies and procedures.
